… In a Democratic State, the general value system and the public good are more important than the particular value system of one group or another. Therefore, there is no justification for the State to provide incentives for the multiplicity of children, even when the families in question are motivated by religious values, and even if the cessation of incentives does not prevent the practice of polygamy in such families. However, if the religious-Haredi community aspires to maintain its way of life according to its values, it must ensure that funding for the fulfillment of the resulting needs will be voluntary, as is the practice in other societies where religious communities exist, such as Catholics in the United States or the ultra-Orthodox Jewish community country or other countries.
